Agriculture Secretary Russell Redding speaks during a press conference, which talked about the Pennsylvania Agricultural Surplus System (PASS), which provides farmers funding to get food that would otherwise go to waste to vulnerable families who need it most, outside of Hess Brother's Fruit Company on Thursday, March 5, 2020.
